Robin Shrader

Robin began working for Marion Utilities in June 2012 as Wastewater Supervisor, and was promoted to Executive Director in April 2024. She graduated from Taylor University in 2000 with a B.A. in Christian Education, from The Southern Baptist Theological Seminary in 2003 with an M.A. in Christian Education, from Indiana University in 2015 with a B.A. in Biology and Physical Science, and from Liberty University in 2019 with an M.A. in Executive Leadership. She is a certified Class IV and D Wastewater Operator, Grade WT3 Water Treatment Plant Operator, and a Grade DSL Water Distribution System Operator. 

Robin is passionate about leadership development and is heavily involved in the Indiana Water Environment Association, where she currently serves as President. She and her husband Brian enjoy camping, flying, and volunteering their time within their faith community.

 

Pat Pinkerton

Pat began his service at Marion Utilities in the Engineering Department in May  1989. In his current capacity as Assistant Director for Engineering, Pat leads the Stormwater and Solid Waste Utility Divisions. He serves the community on various boards such as the Grant County Drainage Board, Eastbrook Community School Board, and his church. Pat graduated from Ball State University in 1988 with a B.S. in Biology with a minor in Chemistry. He is a certified Class II Wastewater Operator and a licensed Professional Engineer. Pat and his wife Rita have two sons and a grandchild. In his spare time, he enjoys canoeing, kayaking, camping, fishing, and collecting antique fishing tackle.

 

Chad Guyer

Chad started working with Marion Utilities in August of 2007, and was promoted to Assistant Director of Operations and Maintenance in October of 2024. His area of oversight includes the Water and Wastewater divisions, laboratory, IT and Program Support departments.

In his time with the Utility, Chad started in the water maintenance department, where he worked as a technician for eleven years. He was then promoted Supervisor of Water Maintenance & Operations, and served in that role for six years before moving into his present position.

Chad and his wife, Amber, have two sons and a daughter. They have been blessed so far with two wonderful daughters-in-law and three grandchildren. Chad serves in a leadership role in his church, and also enjoys operating a small grain farm, hunting, fishing, camping and spending time with family.

Misty Humphries

Executive Assistant & Administrative Manager

​Misty has been with Marion Utilities since April, 2011. In her current capacity as Executive Assistant & Administrative Manager, Misty leads the Administrative and Customer Service Teams. She is currently serving the community as a Regional Parent Resource for INSOURCE. Misty graduated from Adrian College in 1998 with a B.A. in Business and Communication and from Ohio Northern University School of Law in 2001 with a Juris Doctor. She and her husband Mike have three sons and a dog. She enjoys watching her kids’ activities as well as sports, camping, swimming, and going on family adventures.

Marion Utilities is an organization comprised of four individual and independent utility divisions:

Although the utilities share common administrative and managerial oversight, by state statute, each division must remain financially independent of the others. Revenues from one utility division may not be used in support of another. Operational and Capital Improvement Budgets for each division are funded independently through revenues generated by the division. The Utility Service Board provides general purview over the operations and functions of the Water, Wastewater, Solid Waste, and Stormwater Utilities. The Board establishes policy, approves budgets and capital expenditures, and recommends ordinances to the City Council providing for adequate financial and functional support of the utilities. The Board employs competent leadership and technical expertise to direct the business and day-to-day operational elements of the utilities.

The mission of Marion Utilities is to bring added value to the City of Marion by providing excellent customer service, maintaining the highest of standards for the lowest possible cost, and promoting environmental stewardship to ensure the future of our community.

Our History

The Water Utility was first established in Marion in 1877 as a means of providing fire protection and potable water supply for a growing and thriving community. For over 100 years, utility services have grown and evolved to meet the ever-changing and demanding needs of the city. Sewer installation began in the late 1800’s and was followed by the construction of the wastewater treatment plant beginning in 1938. In 1971, Marion Utilities was officially established and assumed responsibility for managing, operating, and maintaining water and wastewater services for the community. Stormwater services were added in 1995, and the Solid Waste utility was created by the city council in 2014 and began operation in 2015.

These private citizens are your representatives, providing stewardship for mission effectiveness and performance. Through policy making and administrative accountability, the board serves to ensure the future of your utilities both now and for generations to come. The Marion Utility Service Board meets from 5:30 to 6:30 p.m. on the first and third Thursday of the month in the L.E.A.D. Center Building 101 at Marion Utilities, 1540 North Washington Street, Marion, Indiana. Please find the approved agenda and minutes for each meeting below.
