Long Term Control Plan - Update
Long Term Control Plan revision was submitted to IDEM on September 30, 2009 as required by the State of Indiana. IDEM reviewed the document and responded on December 7th with a letter that identifies approximately 15 items in the plan that they would like Marion to address. Most of these items are minor and easily corrected. However IDEM’s main concern with the proposed plan is that they do not believe it goes far enough in reducing the number of overflows. In short, IDEM believes that 18 overflows per year upon completion of the plan is too many and believes that the economic burden on the community is in the “medium” range instead of “high” as stated in the plan.
Since we will be looking at ways to further reduce the total number of overflows, one technology the community may want to consider is “end-of-pipe” treatment for CSO’s. Recently IDEM has clarified some policies that may make this option more appealing to some communities. We are currently gathering more information on this option and will be scheduling a Citizen’s Advisory Committee meeting in the coming months to discuss these issues in more detail. If “end-of-pipe” treatment turns out not to be an acceptable alternative, then the community will have to do more projects to reduce the number of overflows. This could dramatically increase the overall cost of the plan and the cost per household.
